Any suggestions on “model community benefits agreement for residents of public housing”?

Dear ULN members,

I am involved in an effort in Memphis Tennessee (USA) to save 500 units of historic (and serviceable) public housing.  The families living in these homes are predominantly african-american whose incomes are three standard deviations below the regional mean.  This population has a long history of not being well served by the municipal housing authority, in part because they (the MHA) have long wished to gentrify the neighborhood as it sits adjacent to  the city’s prime entertainment district.  Able bodied and well trained construction workers in the neighborhood are scarce, but with adequate training could probably manage most tasks provided on-site supervision is adequate.

Can anyone suggest recent cases of community benefit agreements that that have helped communities such as this one?
